While Dubai talks, RAK is building. The UAE’s smallest northern emirate just became the most important destination in Middle East gaming, and poker players are only beginning to pay attention.
What Is Actually Happening
Wynn Resorts received a physical casino license from the GCGRA in late 2024. The location is Al Marjan Island, Ras Al Khaimah. The opening date is 2027.
The gaming floor will cover 225,000 square feet. Poker tables are confirmed. This will be the first legal poker venue in the entire Gulf region.
Not a rumour. Not a proposal. A signed license from a federal regulator.
Why RAK and Not Dubai
Every emirate operates with its own political autonomy. Dubai has spent decades building a brand around business, luxury, and family tourism. A casino does not fit that image right now, and Dubai’s leadership knows it.
RAK is smaller. Less revenue. More to gain.
The Wynn deal gives RAK something none of its neighbours have: a reason for high-net-worth visitors to come specifically for gaming. That is a market Dubai cannot compete for while it keeps the door closed.
Think of what Nevada did for the United States. One state said yes when every other said no. Las Vegas was built on that decision. RAK is making the same bet, but the market surrounding it is not just America. It is the Middle East, India, East Africa, and a travelling poker circuit that has been looking for a new home for years.
What This Means for Online Poker Players
The GCGRA framework covers more than physical casinos. Internet gaming licenses are part of the roadmap, and poker is included.

Cyprus went from an afterthought to a regular WPT stop within a few years of regulated poker arriving. Bahrain is watching closely and has not moved yet. If RAK positions itself correctly after the Wynn opens, an international tournament series is a realistic next step within three to five years.
The pieces are already falling into place. Global suppliers are entering the market now. Asia Pioneer Entertainment confirmed a distributor licence application for Abu Dhabi in March 2026. MGM is in discussions for additional resort projects. Bloomberg Intelligence projects $6.6 billion in gaming revenue if the full market develops.
That kind of money attracts serious poker.
Who Can Actually Play
UAE nationals are currently excluded from licensed gaming platforms under GCGRA rules. That applies to both online and land-based venues for now.
Expats and tourists are the target market. Around 88 percent of residents are foreign nationals. The Wynn will almost certainly follow the same model when it opens.
